PPA TEC Mandatory HazMat Training 172.704 (previously HM-126F)

The Department of Transportation (DOT) requires hazardous material training under 49 CFR 172.704. This requirement applies to any company who transports gasoline, diesel, heating oil, and and/or propane. ALL PERSONNEL handling these hazardous materials, including those preparing shipping papers, marking, labeling, and packaging.  Commercial vehicle drivers and mechanics who work on hazardous material packages must also receive training. Training includes general awareness, function-specific training, safety, security awareness, and in-depth security training. Certification of the training is essential for all employees who handle hazardous materials in order to avoid potential civil and criminal violations for non-compliance.

Frequency of HazMat Training 172.704 

Initial training of new hazmat employees, or an employee who changes job functions, must be completed within 90 days of employment or change in job function. Recurrent training is required at least once every three years. The three-year period begins on the actual date of training.

Mandatory HazMat Training will follow the requirements as outlined in 172.704 which includes:

  • Phase I: General Awareness
  • Phase II: Function Specific
  • Phase III: Safety
  • Phase IV: Security Awareness

Who Must Be Trained

A “HazMat Employee” is defined as a person who is employed on a temporary, part-time or full-time basis by a HazMat Employer, or is self-employed and in the course of employment, directly affects the safe transportation of hazardous materials. It includes someone who loads, unloads or handles hazardous materials; fabricates, inspects, marks, maintains, reconditions, repairs or tests or otherwise represents containers, drums or packaging as qualified for use in transportation of hazardous materials; prepares hazardous materials for shipment; is responsible for the safety of transporting hazardous materials; or operates a vehicle used to transport hazardous materials.

Registration fees include the following complimentary items:

  • Lunch will be provided at conclusion of class.
  • Certificates will be provided by email after confirmation of class attendance.

Our Instructor: Norm Anger spent over three decades as a State Trooper including 25 years as a Sergeant assigned to the Commercial Vehicle Enforcement Unit. His primary areas of focus included directing officers engaged in roadside inspections, commercial vehicle accidents, and HazMat incident investigations. Norm also served as an Associate Staff Lead Instructor for the National Training Center in Washington, DC, for 25 years. The National Training Center is the education branch of the Federal Motor Carrier Safety Administration responsible for training both state and federal roadside inspectors throughout the United States.
